General-duty citation text

Section 5(a)(1) of the Occupational Safety and Health Act of
1970: The employer did not furnish employment and a place of
employment which were free from recognized hazards that were
causing or likely to cause death or serious physical harm to
employees in that employees were exposed to crush hazards:
(a)  Employees were exposed to crush hazards when moving
railroad cars with a small Allis Chalmers farm tractor at
both east and west loading points on North Main in Zenda,
Kansas.
Among other methods, one feasible and acceptable method to
correct this hazard:
1)  Use a larger tractor to move railroad cars, and;
2)  Use a quick disconnect means to break the connection
between railroad car and tractor, and;
3)  Use a sufficient number of properly trained personnel to
ensure safe work practices are administered.
