Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
the hazard of mucous membrane irritation, tightness in the chest,
respiratory tract irritation, shortness of breath and/or sensitization
resulting in asthma-like symptoms caused by the inhalationof methylene
bisphenyl isocvanate (MDI) vented into the plant atmosphere from the two
(2) MDI bulk storage tanks and mixer A.
Among other methods, one feasible and acceptable abatement method to
correct this hazard include, but are not necessarily limited to, the
following:
1) For tanks situated inside the building, outlet of relief valve
must be piped to a safe location away from personnel.
2) Vent all pipes, for tanks situated inside the building, to
the outside.
