Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that on or about April 19, 1990
employees were exposed to the hazard of electric shock and/or burns when
the boom of their aerial lift (Linesman II bv Hi Ranger, Serial Number
9747120) was brought into contact with a 1.2 KV overhead power lines
during tree trimming/removal activity.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to establish and enforce a safe procedure for
working near electrical lines such as that stipulated by ANSI Z133.1-
1988 "American National Standard for Tree Care Operations" as follows:
Line-clearance tree trimmers and line-clearance tree-trimmer
trainees shall maintain the clearances from eneraized conductors
given in Table 1 ANSI Z133.1-1988.
All other tree workers shall maintan a minimum clearance of 10 feet
(3 meters) from energized conductors rated 50 KV phase-to-phase or
less; for conductors rated over 50 KV phase-to-phase the minimum
clearance shall be 10 feet + 4/10 inch (3 meters + 10 mm) for each
kilovolt over 50 kv.
