Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) In the muffler shop, employees were required to work under the three
(3) fully extended hydraulic lifts that were not equipped with a
locking device to hold the lifts in the fully extended position,
thereby subjecting the employees to the possibility of being struck
by a vehicle or caught between a vehicle and the floor if the
automotive lift mechanically failed.
A feasible method for correcting the hazard is to provide the automatic
hydraulic lifts with an automatic mechanical locking device to hold the
lift in the fully extended position, such as that specified in ANSI
B153.1 Section 3.1.10, 1974.
