Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:

were exposed to the hazards associated with falls of 16' and the
potential of being struck by a falling aerial platform while painting
or pushing the platform.
Among other methods feasible ans acceptable to correct this hazard
are but not limited to, extending and stabilizing all outriggers,
positioning mid rail chain/bar in place, and not moving extended lift
with persons on board.
