Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Along the south east end of the plant's loading dock area, there was an employee observed exposed to the hazards associated with falls in excess of 17' due to the lack of fall protection while moving pipe and walking structural steel beams. Methods feasible and acceptable to correct this hazard are, but not limited to, the use of ladders, scaffolds, catch platforms, temporary floors, scissor lifts, rotating and articulating lifts, static lines and/or safety belts.
