Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place or employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
...the hazard of being crushed, or run over by railcars as they had
to stand in the middle of the track between the railcars when
uncoupling such cars that had the cut levers missing at the north
yard, track #7, and throughout the steel mill.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to inspect all railcars coming into the steel
mill and assure those without cut levers would be sent to the repair
track until new cut levers had been installed.
