Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physcial harm to
employees in that employees
were exposed to:

employer did not
furnish employment and a place of employment which was free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees:
a.  Employees working in the vicinity of the metal strip surface treatment
process
were exposed to flash fire hazards, from the ignition and combustion of
oil vapors
and condensed oil residues involved in the oil quench hot metal treatment
portion of
the process, on and before February 19, 1994.
Feasible abatement methods for the control of the flash fire hazard
includes, but are
not limited to, the following:
1.  Install fine mesh screen across the mouth of the ventilation ducts to
prevent the
passage of flame into the ducts.  Replace and clean the mesh screens
daily, or based
upon determined need.
2.  Install pitot air flow rate measuring equipment to assure ventilation
system
performance.
3.  Install manometer pressure loss measuring equipment at the flame
screen and filter
locations to assure ventilation system performance.
4.  Establish a screen, filter and duct cleaning program for the control
and removal of
oil and lead adhering to the ventilation ducts, filters, and air movement
impellers.
5.  Establish a quench oil quality control program.  Maintain the oil
within the
manufacturer's specifications, including flash point temperature, carbon,
lead and
contaminants limits, etc., by filtering, additive replacements, and
replacement of the
oil.
6.  Establish normal and abnormal operating limits for the system.
Instruct workers
and their supervisors in the measurement of the system operating
condition, and their
individual responsibility for the safe operation, including emergency
shutdown.
