Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely
to cause death or serious physcial harm to employees in that
employees were exposed to:
(a)  the hazards of being struck by falling vehicle(s) when
working beneath lift(s) with worn foot pad(s) in contact with
undercoated surface(s) of the frame(s) and/or when defective swing
arm lock bar(s) were used to support the load(s) such as, but not
limited to the Benwil lifts, Model TP-7 Serial Numbers 9589 and
1693 in use on and/or about July 11, 1994.
Among other methods, one feasible and acceptable abatement method
to correct this hazard is to provide all employees using lifts and
their supervisors instructions in the safe operating procedures and
safety inspection requirements recommended by the manufacturer and
the automotive lift institute publications titled:  "Lifting It
Right" and "Safety Tips."y
