Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
a)  An employee in the mower shop was exposed to struck by hazard
from performing service work underneath suspended lawn tractors; using
the hoist with a damaged mast; using the hoist and rope without having
the rated capacity and without performing inspections; and using the
hoists's nylon fiber rope which had frayed, broken, and/or cut fibers
and which was tied in a knot on the "S" hook.  The nylon fiber rope
was attached  to a manual outboard motor hoist used to improperly
suspend 300 to 750 pound tractors over an employee (approximately 3
feet above the floor) and used for lifting 80 to 200 pound outboard
motors.
Among other methods, one feasible and acceptable abatement method
to correct this hazard is blocking the end of the tractor which is
suspended, repairing/replacing the damaged mast per manufacturer's
instructions, obtaining the rated capacity of the hoist and rope, and
performing inspections each day before using the hoist and rope.
