Section 5(a)(1) of the Occuaptional Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of a building structure failure while working/walking under floor slabs which are suspended on the lifting system: a) Jobsite, buildings #1 and #2: On or about 7/30/87, 8/26/87 and 9/4/87, employees not essential to jacking operations were permitted to work under slabs while the slabs were suspended on the lifting system when provisions were not adequate to prevent a local failure from precipitating a progressive failure of the building or any part of the building. Among other methods one feasible and acceptable abatement method to correct these hazards is to assure that no employees, except employees required to place temporary supports, shall be permitted to work/walk under floor slabs until the floor slabs are adequately secured in place.

Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of a building structure failure due to inadequate lateral support: a) Jobsite, building #1 and building #2: On or about 7/30/87, 8/26/87, and 9/4/87: Lifting operations were performed before adequate lateral bracing was installed such as shearwalls or some other equivalent method of bracing. Among other methods one feasible and acceptable abatement method to correct the hazard is to use dead men and guy wires for temporary bracing or maintain the shearwalls to within three equivalent floor heights of the upper level slab.
