Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) In that employees were exposed to fall hazards. Employees were required to work at high elevations from power hoist operated swing stage scaffolds that were not equipped with a means to stop and hold a load in case of rope breakage. One feasible and useful method to correct this hazard would be to equip all scaffold hoists with manufacturers secondary brakes as required by ANSI A10.81988, 6.3.4 and manufactures
