specific conditions on its worksite.
The violation(s) described in this citation are alleged to have
occurred on or about the day(s) the inspection was made unless other-
wise indicated within the description given below each violation.
Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
a.  On or about April 11, 1991, two (2) employees were exposed
to the hazard of a potentially oxygen deficient atmosphere and/or
inhalation of toxic gases or vapors in a confined space, while
cleaning out a tank located at 2010 North Jackson, Jacksonville,
Texas.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD
TO CORRECT THIS HAZARD IS:
1. Provide air supplied respirators which are supplied breathing
air from an approved air compressor which is equipped with an audible
alarm.
2. Perform pre-entry testing of confined space atmospheres.
3. Provide forced air ventilation of the confined space.
4. Adequately train employees in the procedures for confined
space entry.
5. Follow the procedures outlined on ANSI Z117.1-1977 "Safety
Requirements for Working in Tanks and Other Confined Spaces."
