Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
(a)  On or about April 7, 1994 an employee was exposed
to the hazard of falling approximately 20 feet to the ground
below when standing outside of and/or straddling the
guardrailed self propelled elevating work platform (scissor
lift).
Among other methods, one feasible and useful method to correct this
hazard is to develop, implement, and enforce a work rule such as
stipulated in American National Standards Institute A92.6 "American
National Standard For Self Propelled Elevating Work Platforms" - 1979.
14.2.6Personnel shall maintain a firm footing on the platform
while working thereon unless they are secured by safety
harness/lanyard devices fixed to manufacturer-approved
