Section 5(a)(1) of the Occupational Safety and Health Act of 1970:    The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
(a)  Towne Place West - Employees were exposed to fall
hazards in the process of sheathing the roof of building
#109, Unit #23.  The roof had a ground to eave height of
approximately 19 feet with varying slopes ranging from 6
inches in 12 inches to 10.5 inches in 12 inches.
Among other methods, feasible and useful methods to correct this hazard
include, but are not necessarily limited to:
(1)Preliminary site evaluation to determine the most
practical method of applying sheathing onto roof
trusses and the fall protection methods to be
employed (pre-planning).
(2)The use of scaffolds, catch platforms, static lines
and/or safety belts/body harnesses to eliminate
exposure to falls at unprotected heights.
(3)Periodic inspection to insure that fall protection
means and methods are being properly utilized by
employees who work at unprotected heights.
(4)Establishment of an enforcement procedure which
addresses safety issues and documents a series of
progressive discipline for employee non-compliance.t
