Executive Order 12196 Section 1-201(a): The head of the agency did not furnish to employees places and conditions of employment that are free from recognized hazards that are causing or likely to cause death or serious physical harm. a. Employees are exposed to the hazard of being infected by Hepatitis B Virus (HBV) and Human Immunodeficiency Virus (HIV) through possible direct contact with blood or other body fluids. Feasible and useful abatement methods for reducing this hazard include, but are not ;limited to: 1) Making available, at no cost, Hepatitis B vaccinations in amounts and at times prescribed by standard medical practices to employees at risk of contacting body fluids through needlestick, splashes, and other means. 2) Developing follow-up procedures for implementation after possible exposure that include HBV/HIV testing of the source and employee (with consent) and other appropriate procedures as outlined by CDC. CDC iImmunization Prac- tices Advisory Committee has published its re- commendations regarding HBV post-exposure prophylaxis in table format in June 7, 1985, Morbidity and Morality Weekly Report. 3) Providing training and education on precautionary mea- sures, epidemiology, modes of transmission, risks to the fetus, prevention of HBV/HIV, proper work practices, the concept of universal precautions, handling of infectious waste, and procedures to be followed in the event of exposure to body fluids or a needlestick. 4) Update the above training on at least an annual basis.
