Section 31-370(a) of the Connecticut Occupational Safety and Health Act:
The employer did
not furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazards of improperly operating and
improperly maintained
Weaver automobile lifts:
Location:
(A)Garage.
(B)Lube Bay.
(1)Mechanics were servicing automobiles on Weaver automobile lifts that had
missing arm restraints, by-passed locking mechanisms on one lift,
hydraulic leak on one lift and bearings needing replacement on one lift.
Feasible and useful abatement methods for eliminating these hazards
include, but are not limited to, the following:
1)Insure all lifts are adequately maintained in accordance
with lift manufacturer procedures on a timely basis.
2)Insure all lifts are periodically inspected on a recurring
basis by a qualified inspector who is qualified to perform
these inspections through experience in installation or field
service work for users, manufacturers, distributors or
service organizations for automotive lift products.
3)Insure that any lift needing maintenance or repairs is taken
out of service and not used until deemed mechanically safe.
4)Insure that lift operators are instructed in the safe use and
operation of the lift.
5)Insure that the lift operators use all applicable safety
features provided on the lift, and operate the lift in
accordance with lift manufacturer instructions.
6)Insure that the lift operators inspect the lifts on a daily
basis for:
a)accessibility of the operating procedures,
safety tips, and generic safety material;
b)accessibility and readability of safety
warning labels;
c)the rated load capacity of the lift;
d)proper operation of the lift controls,
restraints, and locking devices;
e)deformation or excessive wear of any of the
lift structural components;
f)deformation or excessive wear of other
components such as hoses, electrical wires,
drive chains, cables or screws;g)damage or excessive wear  on any of the
lift
contact points which engage the vehicle
during lifting, whether they engage the tires,
frame, body, or axles;
h)evidence of hydraulic or pneumatic leaks;
i)unusual noises, sudden movements, erratic
operation or evidence of chips or filings
during use;
j) cracks or loose concrete around floor anchor
bolts.
