Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
In the mill area, sewing and cutting building and frame department
the conveyor lines can not be physically locked but at main controls
or at service switches exposing employees to caught in hazard on
feed rollers. Employees are also not locking out controls located
above machinery as moulder in north mill when performing maintenance.
Among other methods, one feasible and acceptable abatement method to
correct these hazards is to establish and enforce an adequate lockout/
tagout of energy sources procedure. To assist with the essential
elements of this lockout/tagout procedure, a copy of 29 CFR 1910.147
"Control of Hazardous Energy Source (Lockout/Tagout); Final Rule",
which becomes effective on December 21, 1989, is attached to this
citaton.
