Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to live steam:
(a)Several areas such as but not limited to the milk intake area,
separator room, and
make room; employees were exposed to live steam used to super-heat water
for
cleaning.  The live steam could be turned on and immediately leave the
discharge
hose without being mixed with the water. The steam pressure being released
could cause the hose to whip around, releasing the live steam into the
room area.
FEASIBLE ABATEMENT METHODS INCLUDE BUT ARE NOT LIMITED TO:
1.Installing a steam/water mixer that has check or safety
valves that will not allow steam to be released unless the
water is running.  The steam will shut off automatically if
the water flow is interrupted.
2.Install a nozzle with a self-closing valve on the end
of the hose to control the super-heated water flow.

were exposed to hot steam pipes and condensate water:
(a)throughout the facility including but not limited to the milk intake,
separating, make, and packaging rooms;  steam pipes, used to supply
steam for the water/steam cleaning process, were not insulated or guarded
to protect the employee from thermal burns if contacted.
(b)above the work platform of the CMC; a union on the steam pipe
was leaking and wrapped with a rag.
FEASIBLE METHODS OF CONTROL INCLUDE, BUT ARE NOT LIMITED TO:
1.Insulate the steam pipes with insulating material.
2.Isolate the steam pipes by providing a barrier or guard to
prevent employee contact.
3.Repair or replace leaking unions on steam pipes.
