Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The

repairs on batch digesters.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to maintain a progressive record and/or drawings of
repaired areas in a digester wall and thickness determination prior to
overlay, as required by National Board Inspection Code
(NBIC-ANSI/NB23),
Chapter V, Paragraph U-104.
(b)Digester #2 was altered when the Maximum Allowable Working Pressure of
the
digester was reduced and a Form R-1, Report of Welded Repairs or
Alteration,
was not prepared indicating the changes that had been made.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to complete a Form R-1, Report of Alteration, as
required by National Board Inspection Code (NBIC-ANSI/NB-23),
Chapter III, Paragraph R-502.
(c)Digester #2 was altered when the Maximum Allowable Working Pressure of
the
digester was reduced and a the stamping of, or attaching of a nameplate
to, an
altered pressure vessel was not carried out.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to mark by means of a nameplate or stamping, as
required by National Board Inspection Code (NBIC-ANSI/NB-23),
Chapter III, Paragraph R-504.
