Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employee(s) were exposed to fall hazards from a self-propelled elevating work platform that was not equipped with a guardrail or barricade at the entrance opening to the platform. (a)On or about 11/14/94, an employee fell approximately 15 feet from a self-propelled elevating work platform (scissor lift) to a concrete floor and there was no guardrail or swing gate installed at the entrance to the platform. Several feasible and acceptable methods to correct this hazard is to install a guardrail, swing gate or provide some other means of fall protection to protect employee(s) from falling, e.g., a body belt with lanyard attached to a point on the platform. Reference American National Standards Institute, ANSI/SIA A92.6-1990 for Self-Propelled Elevating Work Platforms, paragraph 4.12.
