Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) On and before June 10, 1988, at the Charlestowne Project, wooden roof
trusses being erected were not adequately braced to prevent a truss
collapse, exposing employee(s) to the hazards of being struck by, or
falling from, collapsing trusses:
The following deficiencies were noted:
1) Lateral braces were not continuous for the entire length of the
building: Only short erection scabbers were used;
2) The number of lateral braces used was insufficient; only one
construction scabber on each side of the truss between the Ridge
line and eaves were used;
3) The first truss (Gable End) were not securely braced; a single
scabber into the concrete block was used;
4) There were no web, or bottom chord braces used;
5) There were no diagonal braces used;
6) Lumber used for bracing was not minimum 2 x 4 inches as long as can
be handled;
7) The nails used for the bracing were not 16 penny double headed.
Among other methods, one feasible and acceptable method of abating these
hazards is to install trusses in accordance with the requirements of the
Truss Plate Institute which are contained in B.W.T.-76 "Bracing Wood
Trusses".
