Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees in that
employees were exposed to:
Two employees worked on a roof with a 4 to 12 pitch, eave heights
of 19 feet and gable height of 27 feet nailing wood decking without
fall protection at the total eave length, among other methods one
feasible and acceptable method to correct this hazard is to
construct an eave railing for the full length of the eave or use
a life line with quick grab attached to a lanyard and to a body
harness.
