Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
(a) Employee(s) were exposed to the hazards of exposure to con-
traction of Hepatitis B Virus and/or Human Immunodeficiency Vi-
rus (HIV) through possible direct contact with infectious blood
or other bodily fluids. Health Care Workers potentially exposed
include first aiders and employees trained in CPR.
Feasible abatement methods for reducing this hazard, include but
are not limited to:
(1) Provide sufficient training to employees in the utiliza-
tion of universal precautions as described in the CDC
guidelines, for protection against HIV and HBV. Train-
ing should provide employees information necessary to
determine when appropriate universal precautions should
be followed.
(2) Provide training regarding the location and proper use
of personal protective equipment such as: latex or in-
tact vinyl gloves, masks, and eye protection when need-
ed.
(3) Provide training on necessary equipment, such as mouth-
pieces, resuscitation bags, or other mouth to mouth de-
vices provided for administration of mouth to mouth re-
suscitation of potentially infected persons.
(4) Provide housekeeping guidelines and address the proper
precautions to be taken while cleaning blood spills in-
volving substantial risk of direct exposure to body
fluids. Follow CDC guidelines regarding use of appro-
priate disinfectant solutions for sanitary cleaning of
contaminated surfaces.
(5) Training shall be developed based upon the work proce-
duces for employees assigned jobs. The training shall
be given to all employees potentially exposed to blood
borne infectious agents and management personnel effect-
ed. The training program shall be repeated on an as
needed basis.
(6) Employees shall be instructed that objects such as blood
soaked clothing, mops, rags and large bandages that are
contaminated with potentially infectious material shall
be placed in an impervious bag that is tagged as a bio-
hazard or has a similar designation.
(7) Employees shall be informed that after removing gloves,
hands or other skin surfaces shall be washed throughly
and immediately after contact with body fluids.
(8) All employees who may be potentially exposed to Hepati-
tis B shall be offered the Hepatitis B vaccination in
amounts and at times prescribed by standard medical
practices.
