Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that:
a) Employees were exposed to crushing hazards when they worked under
eleven (11) hydraulic lifts (nine (9) Weaver and two (2) Rotary)
that did not have automatic safety locking devices or other
equivalent safe means to hold the lifts in a fully extended position.
One (1) Weaver and two (2) Rotary hydraulic lifts leaked oil.
Employees were subjected to the hazard of being struck by vehicle(s)
or caught between vehicle(s) and the floor if the hydraulic system(s)
failed.
One feasible method to correct the hazard among others, would be to
obtain the proper safety locking devices from the manufacturer of the
hoist(s) and equip the hoists with these devices.
Reference: ANSI B-15301-1981 3.2.1, which requires an automatic
mechanical device to hold the lift in the fully extended position with
a safety factor of not less than 3 based on the device's rated capacity.
