Section 5(a)(1) of the Occupational Safety and Health Act of 1970: On or
about 2/23/89, The employer did not furnish employment and a place of
employment which were free from recognized hazards that were causing or
likely to cause death or serious physical harm to employees in that
employees were exposed to the hazard of chemical burn injuries to skin
and eyes. Sodium Hydroxide tank #198, located in the indoor tank storage
area: has inadequate back up controls to prevent overfilling. A spill
will flow out over the top and sides of tank #198 and into the storage
area as there are no adequate means of preventing or draining it.
Employees are present in this area during the tank filling operation
and throughout the day and are not protected:
Feasible and acceptable abatement methods to correct this hazard are:
1) Route overfill system to a safe distance from occupied areas.
2) Install an alarm at the Sodium Hydroxide unloading station which
effectively alerts tank truck driver to the tank reaching a
critical capacity.
