Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of tripping and falling down flights of stairs: a) On or about 11/30/89, stairs to 21 units, rubber strips with raised edges were used to cap nosings of carpet covered stairs at the establishment. One feasible and acceptable abatement method among others, to correct this hazard is to cover the stair nosings with carpet glued down with proper adhesive and eliminate the use of the rubber strips.
