Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
serious physical harm to employees in that employees were exposed to an
unacceptable risk of cumulative trauma disorders (CTDs) and
musculoskeletal injuries while performing various repetitive motions and
material handling tasks.  An effective Ergonomics Program had not been
implemented.

While ultimate responsibility for correcting the hazard rests with the
employer, feasible and acceptable abatement methods to correct this
hazard include, but are not limited to, the development and
implementation of an Ergonomics Program, which would include at least
the following elements:
1) Worksite Analysis - Identify existing ergonomic hazards and work
positions that put employees at risk of developing CTDs and
musculoskeletal injuries.
2) Hazard Prevention and Control - use appropriate engineering controls,
work practice controls, personal protective equipment and
administrative controls to correct or control the ergonomic hazards
identified.
3) Medical Management - Ensure the early identification, evaluation,
and treatment of signs and symptoms, and to aid in the prevention of
CTDs and musculoskeletal injuries.
4) Training and Education - ensure that all employees, supervisors,
engineering, managers and health care providers are sufficiently
informed about ergonomic hazards to which employees may be exposed,
and the means to reduce or eliminate th exposures.
Abatement Schedule
Submit to the Area Director a written, detailed plan of abatement
outlining a schedule for the implementation of the Ergonomics Program
to control employee exposure to the hazardous conditions within the
first ninety (90) days of the abatement period. Thereafter, ninety (90)
day progress reports shall be submitted to the Area Director.

2) Control measures to reduce wrist deviations and forearm rotations:
3) Control measures to reduce extreme and awkward postures;
4) Control measures to reduce excessive force exerted by employee's
upper extremities;
5) Control measures to provide rest pauses to relieve fatigued
muscle-tendon groups;
6) Control measures to rotate employees between high and low stressor
jobs as a preventative measure;
7) Control measures to insure that new and returning employees are
allowed conditioning or break-in periods;
8) Control measures to insure the use of good body mechanics and proper
lifting techniques;
9) Control measures to reduce the weights being lifted;
10) Control measures to provide mechanical lifting aids;
11) Control measures to provide ergonomically-designed hand tools.
Abatement Schedule
Submit to the Area Director a written detailed plan of abatement
outlining a schedule for the implementation of the administrative and
engineering controls to control employee exposure to the hazardous
conditions referenced in this citation.  This plan shall be submitted
within the first ninety (90) days of the abatement period.  Thereafter,
ninety (90) day progress reports shall be submitted to the Area
Director.
