Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  the
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to hazard of falling to existing roof level:
(a)  On or about 5/31/91, employee was working on the platform
of the single man scissor lift at approximately eight feet
without any fuardrails or equivalent.  Among other methods,
on feasible and acceptable abatement method to correct this
hazard is to use guardrails in order to prevent falls,
(reference paragraph 8.8 (3) of the American National Standards
Institute A92-6-1990, American National Standard for
Self-Propelled Elevating Work Platforms).
