Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  the
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to the potential of being struck by fragments of plastic pipe
used to distribute compressed air, in the event the pipe ruptures:
a)  Polyvinyl chloride pipe is located throughout the building
to distribute compressed air; four work stations still use
the air in this company.  The regulator at the manifold area
indicated 80 psi.  This same type configuration is also used
in an adjacent business (a leasee of Autocraft Manufacturing),
on or about 3/21/91.
Among other methods, one feasible and acceptable method to
correct this hazard is to replace the esisting plastic piping
with a type that is shatter-resistant and approved for
compressed air in exposed above ground locations, such as metal
pipes.
