Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely to
cause death or serious physical harm to employees in that employees
were exposed to the hazard of being struck by falling steel stud(s).
(a) On January 6, 1992 a load of steel studs was being hoisted to the
37th floor of the C&S Bank Plaza Building located at 105 West Whiting
Street, Tampa, FL  33602.  The load of steel studs was not secured to
the carrier, (crane forks).  During the positioning of the crane load,
the load slipped off of the carrier, (crane forks), and impacted on
the worksite and Whiting Street.  The load was not secured to the
carrier to prevent movement during the hoisting procedure.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to secure all loads being hoisted to the
carrier (crane forks), to prevent the load from slipping off the
carrier.
