Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  the
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to the hazard of falls in excess of 20 feet:
(a)  Employees installing window frames were leaning out of
the third floor window opening, supported by one hand.  The
other hand was operating a pneumatic wire gun.  There were
no devices or provisions made to protect the employees from
the fall hazard.
Among other methods, one feasible and acceptable abatement
method to correct this hazard is to require employees to use
safety belts, lanyards and lifelines.  On or about 8/1/91.
