Section 5(a)(1) of the Occupational Safety and Health Act of 1970:

The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely to
cause death or serious physical harm to employees in that employees
were exposed to:
(a) Throughout the plant in the main building and the paint warehouse,
the lighting was inadequate and virtually non-existent, in that, where
recommended light levels were 100 foot candles (as recommended by the
American National Standards Institute Publication on Industrial
Lighting A11.1-1972 published by the Illuminating Engineering
Society), typical readings around the plant were 10 -12 foot candles,
with the reading at the point of operation of the flushbolt press at 7
foot candles, and in the paint warehouse where some painting was done,
at 0 foot candles, and at the most, under the two operating ceiling
lights, where the readings were 40 foot candles.
Among other methods, one feasible and acceptable abatement method is
to correct this would be to operate all 14 ceiling lights during
working hours, and to have local lighting at each work station, such
as, but not limited to, all machines, grinding stations and welding
stations.
