General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: the employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a striking/crushing hazard from suspended steel beams overhead: a) West end of building sections "A" & "B" an American crane was using a rigging to "Christmas Tree" seven (7) 600 pound, 25 feet long steel beams from the ground to the building structure. On the structure, employees were unhooking a lower beam from the choker while six (6) others were overhead spinning uncontrolled and held only by the friction of the choker subjecting them to a suspended load hazard. Tag lines were no in use on material, on or about May 9, 1991. Among other methods, are feasible and acceptable abatement method to correct this hazard is to move the steel closer to the building for lifting one beam at a time and lessen the need for booming up and down, and suspending a load overhead while employees are connecting and disconnecting rigging from the material.
