Section 5(a)(1) of the Occupational Safety and Health Act of 1970: the employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a striking/crushing hazard from suspended steel beams overhead: a) West end of building sections "A" and "B" an American crane was using a rigging to "Christmas Tree" seven (7) 600 pound, 25 feet long steel beams from the ground to the building structure. On the structure, employees were unhooking a lower beam from the choker while six (6) others were overhead spinning uncontrolled and held only by the friction of the choker subjecting them to a suspended load hazard, tag lines were not in use on material, on or about 5/9/91. Among other methods, one feasible and acceptable abatement method to correct this hazard is to move the steel closer to the building for lifting one beam at a time and lessen the need for booming up and down, and not to have employees under the load while connecting and disconnecting the chokers.
