Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The

free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
the hazard of being crushed:
At the construction site, eastern edge - Employee(s) riding in the
bucket of the Fiat-Allis front end loader, Model RR11 (Serial
Number R11B2T-5301691) were exposed to the hazard of falling off
and being crushed, on or about 8/30/90.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is strict enforcement of a policy prohibiting
passengers from riding construction equipment that is not designed for
carrying passengers.
