Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees in that
employees were exposed to an explosive dust hazard during storage
of waste aluminum dust:
a)  Aluminum dust, a reactive combustible metal dust was
stored in an open 40 gallon drum between building No. 1
and building No. 2, an area where smoking was not
prohibited and where compressed flammable gases and
oxygen were present, thereby exposing employees to the
hazard of fire and explosion, August 20, 1993.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE METHOD
TO CORRECT THIS HAZARD IS:
1.  Discharge the stored material from the Torit Dust
Collector in to tightly covered metal containers which
are stored in an area where smoking, open fires and
lights are prohibited.
