Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely to
cause death or serious physical harm to employees in that employees
were exposed to:
(a) The hazard of being struck by plastic shards or fragments in the
event of PVC piping being used to carry compressed air in the plant
should shatter.  The use of PVC plastic pipes for above ground trans-
portatin of compressed gases in exposed plant piping (unless the
pipelines are encased in shatter resistant material) is prohibited by
ANSI/ASME B31.8-1986.  Gas Transmission and Distribution Piping
Systems Standard, and the Plastic Pipe Institute, in its Recommenda-
tion B, recommends against the use of thermoplastic pipe to transport
compressed air or other compressed gases in exposed plant piping.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to replace the PVC piping with pipes con-
structed of shatter resistant materials, such as copper.
