Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely to
cause death or serious physical harm to employees in that employees
were exposed to the hazard of falling to ground level:
(a) On the I-beam placement of Building "A" on the eastside, the
welder was not using any fall protection while straddling and laying
on the steel I-beams.  The fall potential was approximately 24 feet,
on or about March 17, 1992.
(b) Building F, employees placing steel bar joists were walking the
concrete wall and the unsecured bar joists without any fall pro-
tection.  The employees fall potential was approximately 9 feet, 2
inches to the inside of the concrete block wall and approximately 24
feet to the outside of the concrete block wall, on or about March 6,
1992.
Among other methods, one feasible and acceptable abatement method to
correct this hazards is, have all work accomplished by the use of
ladders and/or scaffolds, and where needed employee utilization of
lifelines, lanyards and saftey belts.
