Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  the
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to striking/crushing hazards created by crane operators not
conducting frequent (daily visual) inspections of the cranes running
ropes, chains, sheaves, hooks, capacity limits, pendant controls and
limit switches for physical defects prior to use.  Employer did not
ensure the inspection of cranes that were idle more than six months of
all critical safety parts required under a periodic inspection, prior
to use.
(a)  Main building,FRP assembly area - Clevelant Tramrail BB-31
crane was not marked with the capacity of lift on the crane
or hoist.  Unit was idle more than six months and was attached
to a spreader capable of being used, and critical parts and
ropes had not been inspected, on or about 12/4/91.
(b)  Military assembly building - a 5-ton Munck crane #H-52,
was mounted on a common bridge with another crane and did not
have bridge bumpers attached as required, on or about 12/5/91.
(c)  PLS building - a 2-ton Coffing wall crane (column mounted)
with a manual electrical pendant control.  The pendant control
was not supported by other means to relieve strain placed on
the electrical conductors by the weight of the box, on or about
12/11/91.
(d)  Main building, flat line, station #8 - 3-ton crane #2462
was placed in use, that shift, without the operator conducting
a frequent inspection of the crane to include checking the
limit switch with no load and checking the running ropes which
displayed kinks.  The operator was never instructed how to
conduct a frequent inspection and this condition exists
throught the facility, on or about 12/12/91.
Among other methods, one feasible and acceptable method to
correct this hazard is to train crane operators on when and
how to conduct frequent inspection, immediately report unsafe
conditions of the crane to management for action.  Train
maintenance personnel of crane requirements of inspection of
critical parts for cranes that have been idle for periods of
time and cut power access to them until they are ready for
use.
