Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The

employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) The hazard of exposure to hexamethylene diisocyanate (HDI) during
spray painting of Gavlon Polyurethane Activator 812A and Urethane
Polyol Enamel Base 812B. Painter was exposed to HDI at an 8-hour
time-weight average of 0.0415 mg/m3, which is in excess of the
American Industrial Hygiene Association threshold limit value of
0.035 mg/m3. Sample was collected on October 6, 1988 for 45 minutes.
Zero exposure was assumed for unsampled time (435 minutes). Health
effects associated with HDI include respiratory sensitization
(asthma) and irritation.
One feasible abatement method, among others, consists of the following:
1) Substitution of paints which contain HDI for those which do not;
2) Increase ventilation to reduce employee exposure below standard
cited. This may require localized ventilation within spray booth
in area with restricted air flow, i.e., under trailer;
3) Ventilation of paint mixing area; and
4) Increase of distance between painter and end of spray gun.
