Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to a fall hazard without fall protection:
(a)  On top of the roof of an apartment building, located at 734
Syracuse Ave; where an employee was working on corner tile
while kneeling on the roof and leaning over a 14 inch high
parapet that was approximately 20 ft. above the ground.
One or more feasible and acceptable abatement methods is to
correct this hazard is to;
(1)  Provide and ensure the usage of a safety belt and
lifeline.
(2)  Use a scaffold or properly secured ladder to access the
work area.
(3)  Install catch platforms at the roof edge.
