Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to potential injury from crushing caused by the unexpected
lowering of lifts or shifting of vehicles while employees work around
vehicle lifts
(a)  In the service department at the Rolla Co-op Equity Ex-
change in Rolla, Kansas, the Dover one-post frame lift used for
operations such as, but not limited to elevating automobiles and
trucks during tire repairs, was not provided with a mechanical
device having a safety factor of not less than 3 based on the
rated load  capacity, that would support the load in case of
failure of either the prime mover hydraulic and/or pneumatic
systems, or the suspension system while the lift is in the mid-
range position.
Among other methods, one feasible and acceptable abatement
method to correct this hazard is to install a safety device
which meets the criteria specified in ANSI Standard B153.1-1990,
paragraph 4.4.2.
