Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to hazards of falling objects:
(a)  Employees were exposed to falling object hazards created
by the failure of the storage bin pallet braking system to
function properly and reduce the speed of loaded bin pallets
prior to them coming in contact with the storage bin pallet
stops.  This condition causes some of the 70-pound boxes of
frozen beef stacked on the pallets to shift and fall off
striking
the pickers.
Among other methods, one feasible and accept able method to
correct this hazard would be implement a maintenance program
to:
(1)  Return all breaking wheels and their related components
to operable condition; and
(2)  Maintain in accordance with manufacturer's recommendations
and equipment safety work practices.
