Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to serious electrical burns: (a) Employees were exposed to serious electrical burns and/or death from exposed energized electrical conductors, when moving in front of or passing in close proximity to open electrical apparatus (non-weatherproof junction box), located on the south side of the roller mill. Among other methods, one feasible and acceptable method to correct this hazard would be to install a weatherproof cover as required by NFPA No. 70-1978, article 370-18(c)
