Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to crushing and falling hazards:
(a)  On or about February 8, 1991, an employee was exposed to
crushing and falling hazards from being struck and/or pushed by
a rapidly rising overhead door when standing with one foot on
top of this 10'-high overhead door, at dock door #3 in the north
warehouse, for the purpose of releasing the significant upward
pressure on the door latch so it could be disengaged and the
door opened.  The pressure on the door latch came from the
door's two torsion springs which were not compatible with the
door.
Among other methods, but not limited to, one feasible and acceptable
abatement method to correct this hazard is:
1.  Ensure that torsion springs installed on overhead doors are com-
patible with the doors so they will function properly.
2.  Ensure that employees involved in installing torsion springs on
overhead doors are trained to recognize and understand that upward
pressure on latches could be a dangerous situation.
3.  Ensure that employees do not stand on the top of the overhead
doors.
