Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of falling from elevation: a.At the D104 Area, House #4 of the US Coast Guard Family Housing - Two employees were exposed to a fall hazard while working on the roof of a two-story house under construction, receiving concrete blocks for the erection of a 42-inch high periphery parapet. Employees were observed working on the very edge of the roof without any fall protection system. The roof was 19 feet above ground level. b.At Cluster A-5, House #4 - Two employees were exposed to a fall hazard while working on the roof of the first story of a house under construction while removing concrete forms. Employees were observed working 30 inches from the edge without any fall protection system. The roof was 8 feet above ground level. Among others, one feasible and acceptable abatement method to correct this hazard is to provide the exposed workers with safety belts, lanyards and lifelines.
