Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free
from recognized hazards that were causing or likely to cause death or
serious
physical harm to employees in that employees were exposed to a fall
hazard of
approximately 26 ft. while working on a catenary scaffold without fall
protection:
On or about 8/2/93, Roosevelt Island Bridge
The employer working on the catenary scaffold
painting the stringers on the underside of the
bridge was exposed to a fall hazard of approximately
26 ft. in that the safety belt and lanyard was not
attached to an independent lifeline.
ABATEMENT NOTE:  Among other means of feasible and acceptable methods of
abatement is to instruct employers and supervisors in the proper use and
installation of fall protection devices such as those recommended in ANSI
A10.81988 which include but are not limited to safety nets, safety belts
and
lanyards attached to independent life lines.  In addition, provide
training
for employees to be familiar with the requirements and hazards associated
with
their work environment.
