Section 1-201(a) of Executive Order 12196 of 1980: The Head of the Agency did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that: A written Hepatitis B Virus (HBV) and Immunodeficiency Virus (HIV) policy had been established but training of all employee(s) potentially exposed to blood and body fluids had not been performed in accordance with Centers for Disease Control policies on initial orientation and continuing education and training of all health-care workers, including students and trainees, on the epidemiology, modes of transmission, and prevention of HIV and other blood borne infections and the need for routine use of universal blood and body fluid precautions for all patients. (Reference: June 24, 1988/Volume 37/No. 24 CDC Morbidity and Mortality Weekly Report) Note: The CDC published guidelines to protect workers from HBV and HIV is considered by OSHA as reflecting an appropriate and widely recognized and accepted standard of protection to be followed by health-care employers in carrying out their responsibilities under the OSHA Act. Employee(s) such as, but not limited to anesthesiologists, house- keeping personnel, laundry workers, laboratory personnel and nursing service personnel potentially exposed to the hazard of Human Immunodefiency Virus (HIV) had not received training as required by CDC on the epidemiology, modes of transmission and prevention of HIV. Abatement Step(s) - Among other methods, one feasible and acceptable abatement method to correct this hazard is to implement and complete training in accordance with Ccenters for Disease Control guidelines for universal prevention of transmission of Human Immunodeficiency Virus, Hepatitis B Virus, and other blood borne pathogens in health-care settings. (Update training as information and guidelines are received from CDC.)
