Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to: Employees were exposed to hazard of being infected with
Hepatatis B Virus (HBV) through possible exposure to blood and/or
other body fluids:
(a)  In that Northeastern Clinical Laboratories in Saratoga
Springs, NY, on or about 7/19/91, phlebotomists,
laboratory technicians, laboratory technologists,
couriers and other laboratory personnel performed the
collection, drawing and/or handling of blood and/or
body fluids withour being offered the availability
of Hepatitis B Virus vaccinations. A feasible means
of abatement is to establish an Hepatitis B Virus
vaccination policy which addresses all curcumstances
warranting such vaccinations.  All employees who have
direct blood or body fluids exposure shall be offered
Hepatitis B Virus vaccinations, free of charge, in
amounts and at times prescribed by standard medical
practice.
Requirements for offering the Hepatitis B Virus vaccinations
are taken from the Centers for Disease Control,Morbidity
and Mortality Weekly Reports, June 24,1988, Vol 37, No. 24,
Page 378.
